I will have to ask you to stop submitting reports related to reconnecting. First of all, players might experience some issues (such as their game crashing, internet problems amongst other issues) and these are obviously newcomers who probably aren't really aware of such a server rule. Either way, you should report players who reconnect only if they do it regularly not once. And, quite frankly, none of them will notice the 15-mintue ban that they'd receive anyway.
