fuxury misbehaving

This is insufficient amount of evidence, as the rules do not dictate that admins are forbidden accessing spectators or told that they are allowed to transfer themselves to there only when they are human. Fuxury might have transferred himself to spectators to see if nobody is camping, everyone is obeying the server rules. If he did this regularly, then that would be a different story.

So what I would recommend is seeing if he does it multiple times and on purpose, without a reason, and then submit another report.
