3. I noticed that the player doesnt play like yestaday and i decided to check him steam id, i took 2 screenshot ( one from ban yestarday and one today while we playing) i would ban him personally but i dont know what the punishment need for sharing account. i will put 2 steam id for yestarday and for today. (fist steam is for amx_ban list yestarday the second one is for today.)

I don't necessarily think this is the case of the player sharing his account with someone else, as we get numerous incidents whereby someone purposefully changes their steamid to evade their ban, which was the likely scenario here.

Furthermore, the player supposedly has 4 active bans since early 2020 (3 years ago), but I'm not entirely sure as to why he isn't being banned for evading his punishments.

Considering that there's not any definite proof to indicate that he changed his steamid to evade a ban, I would say leave it be and inform me or the other staff members in case he is caught evading his ban again. If that will be the case, his account will be locked indefinitely.
