We are unable to punish players without having their steam-id. You can find a player's steam-id by opening your console (press ~ on your keyboard) and type in status in the console. I also find it stupid to punish a player who just wrote 'arabisht', which I have no clue what it even stands for and whether or not it can even e considred as an insult. If you get upset over such a simple message, then you shouldn't even be on the game in the first place.
The best course of action is to ignore these kinds of people because they don't know any better. If their insults persist and get worse, then you can consider reporting them with evidence. But under these circumstances, this is definitely a mediocre insult that is not worth punishing for.
