They did not switch to speactators the first round and played as a zombie fairly.
Whereas towards the end, the evidence is most certainly inconclusive. Their intention might have been to spectate somebody regarding suspicious activities for all you know.
If you encounter this Admin switching to spectators when being on the zombie team multiple times, please consider reporting them once more. However, just because they did it once doesn't mean they had any malicious intent.
