Thank you for the report!
You can't really see clearly that he was indeed camping. You spawned at the CT spawn and you encountered both zombies, but they might have just been walking through the spawn or stopped by there for a very brief moment. Besides, it's not like he was camping repeadetly. However, they will be warned for gagging you for no reason.
