You can just roam around and see the people who aren't attacking and then giving them warnings.

Hello!
According to the server rules, admins are permitted to go to spectators if they have a justifiable reason to. Spectating players and making sure they are obeying the server rules is one of those reasons.
Also, I believe you provided an old demo from one of your previous reports. I don't think that any point, especially from the timestamp you provided, did I see him going to spectators.
Please make sure that you provide evidence that is appropriate to the description of your report next time.
