I've always allowed that. There is no rule that prohibits this. It is forbidden to change when there are more than 12 minutes left.

Before changing map, you need to make amx_vote "Changemap" "YES" "NO" , afterwards if people agree to change, use amx_votemap command to choose the maps. There should be at least 3 maps of choice. You can only vote for map change if there's less than 12 minutes left of the current map and not less then 6mins , before the system votemap starts.
